Since September 2016 to March 2018 which is 18 months, I have been sending and receiving 7300 email exchange to manage 6 PhD Proposals to be mapped with about 400 world academics in Engineering schools. I tried 18 Australian Universities and 12 international universities during this time. I noticed some International Universities although they ask the future PhD student to submit a PhD Proposal, but that is just to inform the university staff that the applicant is able to write a research abstract about what he/she is interested to research in three years PhD study. After the application for PhD was processed by the Graduate Research School, these universities did not use the PhD Proposal, which was submitted for PhD Application, to accept or to reject that future PhD Applicant.
However in Australia and mostly in English Language Universities, PhD Proposal mapping with the expertise of university academics is the Milestone of the Project Success or Failure! For many students the PhD Proposal in Australia can prevent them of trying to become an expert researcher by studying a PhD course. This is mainly because the like of the academic is used to assess an application. Liking a PhD proposal is a feeling type things and it is not a metric thing, therefore assessment based on academic's like can be unfair. Assessment to be valid, it should be metric. The auditors should be able to measure the value the assessor has marked for this students.
Therefore I started researching those universities, which are of higher world rank, but their native language is not English. My investigation showed the PhD Application process was faster, there was less email exchanging involved resulting in less administrative cost for the university, also the results were more successful than my applications in Australia and New Zealand, which are both English countries.
The universities, which used the PhD proposals to map their academics' expertise with future student' PhD Proposals, spent three months of the time of their staff for each future student to map including reviews and complains. The universities, which used their academic boards to map their academics' expertise with future students' CV and transcripts, they spent much less time on disputes, PhD Proposal circulation, reviews, complaints, and customer service cost. These universities had much higher rank than Australian Universities and more expertise to supervise domestic students. Also the fees for foreign PhD students were ten times cheaper than Australian Universities. Also many academics told me they receive between, 35, 125 and 1000 emails per day from all over the world future students. Academics who receive these many emails per year can have lower performance due to email exchange with these stakeholders of their research projects. This mapping matrix also increases academics performance.
I was able to be admitted to one university in overseas with world rank 43, and all together 13 academics world wide admitted me to work as my main supervisor exactly in the field of my research interest. However since moving to another country can be difficult for younger female engineers, who have younger children, I decided to resolve the difficulty of finding a main PhD supervisor by designing a Mapping Matrix for Expertise ^ PhD Proposals. The benefit of this matrix for future PhD student is more option in shorter time, saving of up to 90% in International University fees, being judged only for CV, transcripts, GPA and not for other things, finding exact research project with the right PhD supervisor, saving nerves on disputes arisen on unfair assessments, enjoying life by travelling, experiencing other cultures and countries, spending the time wasted on searching, on searching for published articles in their fields to read and publish, saving of at least $50,000 on being unemployed to search for available supervisors who are interested in their research fields, finding PhD scholarship vacancies which they get paid, instead of they pay fees, some universities do not have fees! Finding PhD courses which are shorter to complete, as they can vary between 1.5 to 5 years full time in length!!!
Also some PhD courses are joint with overseas universities, providing more flexibility for students, but do universities let you to apply for those is another complexity! Choosing 10% for Home University and 90% for host university s a right balance for those countries which have 50% of their PhD vacancies for international students. This article by doing real research on 30 world universities, has resolved two big problems PhD Applicants to Universities have: a. How to find a PhD Supervisors whose expertise and research experience matches with them in less than 4 months? b. Which engineering faculties are more likely to have such experts for supervisor to eliminate the time of applying from irrelevant universities? Also this article has resolved the problem Graduate Research School Managers, Deans of Graduate Research School, Deans of faculties of Engineering, and the auditors of universities quality control have to check whether practices of the Engineering faculties in regards to assessment of applicants is up to the standards which are required by the Governments. Eventually this article directs the governments to upgrade their universities by joining to a list of universities who have a higher rank in the field of research of their future students. This flexibility of joining to any university in the list I provided, at least would help that university be exposed to a higher rank university for competition and learning better methods of project management.
I also investigated website: www.epfl.ch which is for rank 5th world university in Energy Engineering. This website has a fair assessment for all vacant positions for PhD course, as well as fellowship which each student receives. The question is: Why does it take 8 months to find a principal supervisor at middle eastern universities with no application of Human Rights Act for gender and age, in compared to 3 months at a university which has applied Human Rights Act into its policy? The second question is whether the cost of application of Human Rights Act for gender and age offsets the students' effective learning at modern Universities with too many administrative staff who are employed to apply the Human Rights Act at University in the cost of "enrolling Domestic Students' Rights under this act to benefit from this Act"? Is this Act a marketing tool to absorb international students with enthusiasm to invest in their children's education by migrating to advanced countries?
