RSEARCH GRANTS-How Computational Decision Maker assists Fish Students in 21st Century?

With the trend of globalisation of world university these days, domestic students are stressed with lack of vacancies in state universities in English Language Universities. English which was the language of Indian European Tribe emigrating from Tebet Dessert in China seeking water 3000 years ago, settling in Europe, now has been blessed with becoming world wide language of 20th century universities. After the rise of Japan, Nordic countries, South Korea, Russia and Canada, Asian languages [Japanese, Chinese and Korean] and French are replacing English gradually for the top world language of the world for new generation.  

English Language countries tendency to teach German, Japanese and Chinese as second language in their lower school to gifted students, is an evidence that the high labour cost in English Countries which in 20th Century was a motivation for emigration for the low income earners is no longer a motivation for such workers. As now those Asian and Nordic countries are trying to become more advanced than English countries by decreasing the fees of their universities to %5 of the English Language Universities so they can reverse the emigration movement.

As a result the English Language leaders have come out to solution for this changes affecting the way these 20th Century leaders of the world used to run their universities. The students from non-English language universities used to come to English Language Universities due to oppression felt at home universities. Oppression was usually gender, age, family class, race, religion, ethnicity, disability [mental/physical], political, etc. English Countries started feeling these movement of students due to oppression. Being wealthy in Jesus Christ rich anti-oppression religion the English Language Universities crafted Human Rights Act and their lawyers by strong beliefs and Education in Ten Commandments [Jewish Traditions] to increase the movement of oppressed students towards their universities in 20th century.

After the English Countries capacity for maintaining the standards of Human Rights Act reached to over flowing mark, the executives started devising banners based on English Competencies for students with non-English language background. The new challenge of the first two decades of the 21st Century has been on how to repair the university policies by linking rather separating the three democratic powers: Legislative power, judicial power and executive power. This attack on democracy has been hypocritically inserted into university policies of the 21st century by executives of the modern Universities to relax from the stresses students apply to university staff by feeling the oppression again!

To keep democracy alive, governments should plan for democratic "Concept Maps" and let rats out of universities and allow for fish to swim in freedom. "Concept maps" have the ability to flow chart the goals of democratic governments based on the educational needs of students of universities as well as the selection criteria of the job creators. After such flow charts were created and well designed and prepared, then it is easy to devise University policies for Fish and not for Rats !!!

Computational Decision Maker can be developed by modern university researchers to plan for low stressed Fish Students in the third decades of the 21st Century. It does not seem that Democracy is the bone of the modern University policies, which are mostly devised by male autocratic academics with small contribution of student union ideas and experiences in those policies or just an automatic online survey done in most cases to allow rat type policies be approved behind the curtains not even in the old fashioned parliaments of the early 20th century for the low ranked world universities!

Fish Students have to emigrate to let rat students study in modern Universities. See the following new solutions for above dilemma.
