Advanced Assessment Instruments for Future PhD Students

Case Study of a mature female engineering student applying from 25 Australian Universities as future PhD student:
Since number of future PhD students are over 1000 applicants for each engineering faculty in Australia, the following 8 assessment instruments are designed by Engineer Afsaneh Cooper to make these assessments qualitative and quantitative values. Link 1 is Expression of Interest form which James Cook University suggests for its future PhD students to be sent to their potential PhD Supervisors. Then the Potential PhD Supervisors would read this form, which is filld by future PhD Student and assess it and sign it. Most Australian Universities do not have this Assessment tool and academics can ignore the student, then it would be judged negative response, without any document signed by that expert that the student's documents have been assessed!
These universities are old style universities, which need to upgrade from "Autocratic centre Universities" to "Student centre Universities". I call these Autocratic Universities, "Rat Universities", due to their hidden assessment criteria, which wastes the government's expenditures on rat form movement of thousands of unnecessary emails exchange for finding a relevant supervisor. Rat Universities consume a lot of government funding on unnecessary administrative costs, because academics have no time to do assessment for thousands of future students who are corresponding with them.
The solution is the government should have a correct assessment procedure for all domestic students and knows exactly what percentage of students of all Australian Universities should be domestic/Citizen and what percentage should be International. To find out this percentage, it is important to understand the social status of international students. These type students do not come to Australia because their country do not have better universities than Australia. They come to Australia because they plan to settle in Australia after graduation from Australian University. For this purpose, they only pay for one semester university fees, and health insurance for the partner they can bring with them, and rent for both partners in 6 months. After arriving to Australia, they look for jobs such as working in local super markets or restaurants.
These type International students must study full time. Therefore due to lack of money they only study two years course such as Master's degree. This degree is 2 years. International Students cannot enrol in one year courses, because to get the bridging visa which is two years and they can apply after their course was completed, they must enrol at least in a two years course. Therefore all together an International student can live in Australia minimum of 4 years [2 years course + 2 years bridging visa]. The two partners [only one is international student, the second partner would work full time], can work in Australia for 60 hours per week as the student can work legally 20 hours per week and the partner can work 40 hours per week. After 4 years staying in Australia, both partners have worked equal to 1.5 workers full time. This is because 40 hours per week is full load for one worker per week. If they work 60 hours per week [60:40=1.5], this is the same amount of work 1.5 workers do per week. In 4 years, this amount of 60 hours per week is equal to 6 workers work load [1.5 x 4=6]. As a conclusion, each International student which arrive in Australia is a risk for unemployment of 6 Australian workers for one year. The cost for New Start payment of 6 workers in a year, is about $15000/year minimum. However, the total university fees this international student has paid in two years to Australian University in a short two years course, is $40,000 for two years. This leaves $25,000 profit only for the University after the education of this student finished. However in two years study of the Master's degree, this student has taken one vacancy from a domestic student. If a domestic PhD student needs academic services of that M.Sc. Supervisor of that international student, but the university rejects her because the supervisor has no time for extra work, then this domestic student cannot complete her PhD study [for PhD students who cannot find second PhD supervisors], cannot get any job as lecturer, and cannot work in her capacity and should work under-employed [different field employment].
Also it is possible women with children cannot enrol in the PhD course they like to study, because again academics are fully working for highly paid international students. There is also cost for salaries of administration staff and academics who serve and teach these international students. All together Australian government would face with thousands of unemployed domestic workers which their numbers per year is equal to 6 times the total numbers of international students which university has taken in that year for the first time. For example if one university enrols 200 International Master's students in 2 semesters in various fields, in 2019, there is a risk that 1200 [200x6] Australian workers become unemployed in 2019 on average. Therefore if this university enrols 800 international Master's students during the four years [2019-2022], there is a risk that 4,800 Australian workers cannot find jobs until all these 800 international students completed their 4 years residency in Australia and find a professional job. I do not know how politicians calculated that there is a benefit in giving 50% of vacancies in universities to International Students?
I suggest, Australian Parliament builds one large private University for International Students in regional areas. So these students work for services they use, such as university canteen work, University gardening work, University painting work. The university then spends all its fees on salaries of international students who work on maintaining that University, even the administration jobs, the guild of students job, painting walls, cooking, brick paving, etc. These International students should not enrol in other Australian Universities, as they create unemployment, and lack of vacancies for domestic students.
These Assessment Instruments must be implemented in all Australian Universities for Faculty of engineering future PhD students. To do so, government and educators at university would create a fair assessment procedure for all future engineering PhD students which has less error, no discrimination, no negligence and no bias in it. Fairness is the core of all academic assessments.
Assessors must be qualified by minimum of Certificate IV in Training and Assessment. If not, the quality of education at engineering faculties in compared to universities who have restriction on having this certificate for their academics would decrease, the university world rank decrease! All WA TAFE Colleges now require Certificate IV in Training and Assessment for their academics. Universities in PhD courses now are lower than TAFE Colleges in the quality of assessment they do for their students. Universities disputes over unfair assessments with their future students in PhD is a big cost for Australian government to process these disputes. The following files would help universities perform better and turn to student centres and not autocratic centres!
Australian Universities should not be shared with International Students, and these students should be enrolled in an isolated University from major cities, mainly for the purpose of billions of dollars fees they give to universities, not for taking jobs from Australian workers, such as one student enrols, brings her/his partner so both can work and take 6 workers job in one year, during 4 years stay in Australia, when only one of the two is an International student!
The following 8 files are templates universities can give to domestic future PhD students for fair assessment. This quality does not exist in 25 Australian Universities I applied during 2016-2018 for entering in PhD course. I completed 2.75 EFTSL [Equivalent to Full Time Study Load] PhD course with good standing grades in all my semesters. However after Caesarean operation University had no vacancies for me, and does not have vacancy now! Why do you think there is no vacancies at Australian Universities for a domestic student? It is because Universities have reached to their full capacities and cannot even enrol local students, every one is at risk for relocation to another university in other states for one vacancy! Australians' taxes are used to educate international students, and not Australian students who can be family of the working Australians. Do you think working Australians are rewarded by this unfair assessment for vacancies? I do not think so.
